Update: President Trump signed the RAISE Family Caregivers Act into law last week.
Earlier this month we told you about a promising new bill making its way through the US Government that aims to provide much-needed help to family caregivers. Called the Recognize, Assist, Include, Support, and Engage (RAISE) Family Caregivers Act, the new legislation directs the Secretary of Health and Human Services to create an advisory council made up of federal agencies and representatives from the public and private sector. Under the new law, council members would collaborate to create a national caregiving strategy that would seek out new ways the government, communities, health providers, and employers could support family caregivers. Those goals include:
- Promoting greater adoption of person-centered care and family-centered care in health settings and long-term care settings
- Training for family caregivers
- Respite options for family caregivers
- Ways to increase financial security for family caregivers
- Workplace policies to help family caregivers keep working
- Collecting and sharing of information about innovative family caregiving models
- Assessing federal programs around family caregiving
- Addressing disparities and meeting the needs of the diverse caregiving population
When we first reported on news of the RAISE Family Caregivers Act it had just passed the House of Representatives and was moving on to the Senate for its approval. But now, we’re pleased to report that on January 8th, 2018 the Senate approved the RAISE act, and with President Trump’s signature the bill will become law. For family caregivers, this can’t come soon enough.
The Risks of Family Caregiving
We’ve written extensively about the challenges family caregivers face in their daily work:
- Research shows that caregiving-related stress causes many caregivers to die before their patients.
- The Family Caregiver Alliance estimates that “the cost impact on the individual female caregiver in terms of lost wages and Social Security benefits equals $324,044.”
- Spousal Caregivers are are often worse off because they tend to have lower educational levels, less income, and are less likely to be employed than non spousal caregivers.
- A growing number of Sandwich Generation caregivers find themselves caught between providing care for their ailing parents and their young children.
With roughly 10,000 Americans turning 65 every day, the ranks of family caregivers will likely explode in the coming years. Unless the government – and American society as a whole – finds a better way to support these people or their struggles will only grow worse. Hopefully the RAISE Act will be a step in the right direction.
